Amsterdam-based startup Struck has raised €2 million in seed funding led by Value Factory Ventures, with participation from Antler and several industry angels from the construction and real estate sectors.

The new capital will support the expansion of Struck’s AI-based compliance platform and accelerate its rollout across European markets.

Founded in 2024, Struck has built an AI-powered platform designed to help architects, developers, and municipalities interpret and manage complex building regulations. The software offers instant insights into applicable rules for each project and will soon be able to automatically verify whether designs meet legal and environmental standards. By digitizing and automating compliance checks, the platform aims to streamline the permitting process, reduce administrative costs, and encourage sustainable development.

“Building regulations are becoming increasingly complex, while the need for faster and more sustainable construction is greater than ever,” said Max van Riel, co-founder of Struck. “Therefore, it's essential to find solutions to accelerate and simplify this process.”

Since its launch, Struck has emerged as a leading regulatory compliance solution in the Netherlands, serving a broad user base that includes municipalities, architects, developers, and builders. Its platform features an extensive AI library of building codes and an automated permit-exemption checker, helping users navigate compliance requirements with greater efficiency.

Johan van Heusden, Managing Partner at Value Factory Ventures, said: “The construction sector is responsible for nearly 40% of global CO2 emissions, yet we urgently need to build millions of new homes. Solving this paradox means building smarter, not slower.”

With this funding, Struck plans to expand across Europe, targeting markets where regulatory complexity continues to slow down housing and infrastructure development.
